Look at the cost of shipping, candles4less I bought, and I was very pleased, but after adding shipping costs, I think I could make a better deal on the spot. Consider all costs before ordering.
I'm not sure what the picture is similar, as the link does not work, but you will find cheap and Nice Votive future that can be adapted by Oriental Trading Company.

You may have to buy separately the candles and holders, but they are relatively inexpensive. I bought a large part of my wedding and not spend a fortune.
To advertise contact a local specialty. You can custom print for you. Quite reasonable, too. We received as a gift a few years ago a couple. Very nice idea.
Try discount stores and craft stores - you can usually also quite cheap.
